Portugal has a parallel property market — properties held in estates, under court proceedings, in tax arrears, or where owners are quietly open to an offer. They don't appear on any portal because they've never been listed. PropCheck maps them.
Portuguese government registries contain signals that indicate motivated or compelled sellers before a property ever reaches a portal. PropCheck aggregates five off-market signal sources — the devolutos (vacant property register), obras coercivas orders, Citius court proceedings, IMI arrears indicators, and BUPi cadastral gaps — to map off-market opportunity density by area and, for paid subscribers, identify specific properties and their current status.
The visible property market — Idealista, Imovirtual, Casa Sapo — represents properties where a seller has engaged an agent, paid to list, and is actively marketing. But a significant proportion of the Portuguese property stock is held by owners who never take that step: families with inherited properties caught in estate disputes, owners accumulating IMI arrears, and properties subject to court-ordered sales where no agent has been appointed.
These properties are not secret. Their status is recorded in public registries. The barrier is aggregation and language, not access. PropCheck reads the registries that contain these signals and surfaces them for buyers who know what to look for.
The five off-market signal sources
Municipalities maintain a register of devolutos — properties formally classified as vacant. Under Lei 83/2019, municipalities with housing pressure can impose an AIMI surcharge on vacant properties, creating a financial incentive for owners to either sell or lease. PropCheck shows the density of registered devolutos by parish, and for paid subscribers, individual property Artigo Matricial references where municipalities publish them.
Citius is Portugal's courts information system. Estate proceedings (heranças), insolvency cases (falências), and enforcement actions (execuções) involving real property are logged in Citius. A property in an active estate proceeding may be available for purchase — often at a discount — but the sale must navigate the legal process. PropCheck shows Citius estate proceeding density by area; paid subscribers can identify specific proceedings and their status.
Persistent IMI arrears are a reliable leading indicator of a motivated seller. AT (Autoridade Tributária) begins enforcement proceedings after 30 days of non-payment, escalating to a tax lien (penhora) that is registered on the Certidão Permanente. PropCheck monitors penhora registrations by area and, for paid subscribers, identifies individual properties where the accumulated arrears suggest heightened sale motivation.
Where a property has been declared unsafe or in violation of building regulations, the Câmara Municipal can issue an obras coercivas order requiring the owner to carry out remedial works or face having the works carried out at the owner's expense. An owner facing a coercive works bill is almost always a motivated seller. PropCheck monitors obras coercivas orders in all municipalities.
BUPi (Balcão Único do Prédio) is Portugal's rural cadastral registration system. Large areas of rural Portugal have properties with unclear cadastral boundaries or incomplete registration. These properties are not always actively marketed because the documentation complexity discourages agents. Buyers who can navigate the legalisation process can access these properties at significant discounts.
